How to unlock: You must complete Main mission 30 (Scouting the Port) and choose Offshore attacks toward the end. Once you receive a text message from Wade, the Hs symbol will appear on the world map, marking the location of the military cargo helicopter.

Flying in on a regular chopper is a better option. To do so, go to the airports seized by Trevor, located to the South-West of Sandy Shores.
